So what is the Central Labor Council?

Looked it up. It seems to be affiliated with the AFL-CIO in some way, but haven't found any detailed info yet.

The Central Labor Council is sort of like the regional governing unit for the AFL-CIO.

If your candidate is walking around saying he's been endorsed by the AFL-CIO, then the CLC is who did it.
